          Attention: UPSE Members in Health PEI (Ratifition Process)

          The UPSE Health PEI bargaining team recently concluded negotiations and was pleased to announce that a tentative agreement has been reached. The next step is for UPSE members of Health PEI to review the tentative agreement, and vote whether to accept it or not. Ratifition kits will be mailed out the week of August 23, 2021, to all UPSE Health PEI members.

          The ratifition kits will include:

          - the details of the tentative agreement for your review
          - times and lotions for Ratifition information meetings held across the province (September 7, 8 and 9)
          - your ballot and a prepaid postage envelope
          - the deadline date for returning your ballot

          Information on times and lotions for the ratifition information meetings will also be posted on the UPSE website and Facebook page. The union encourages all UPSE members in Health PEI to review the tentative agreement, attend information meetings, and vote!

          Environment nada Issues Heat Warning

          UPSE reminds members and all Islanders to take preutions during hot and humid weather. Environment nada has issued a heat warning for Prince Edward Island today through Saturday. Temperatures are expected to reach between 27 and 29 degrees Celsius (humidex 34-38). Workers (both indoor and outdoor) are at risk for illness due to the conditions. Heat related disorders include sunburn, heat rash, heat cramps, heat exhaustion and heat stroke.

          For more information on the signs and symptoms, treatment and prevention of the above see WCB’s Guide to Prevention of Heat Stress at Work (here). It is the employer’s duty (OHS Act, section 12) to ensure “that every reasonable preution is taken to protect the occupational health and safety of persons at or near the workplace.”

          Bargaining Update: Health PEI

          The UPSE Health PEI bargaining team has concluded negotiations and is pleased to announce that a tentative agreement has been reached for its 1800 members. Ratifition kits will be sent out this month to UPSE Health PEI members outlining the details of the agreement. Ratifition information meetings will be held across the province. The dates of these meetings will be included in your ratifition kit and posted on the UPSE website / facebook page once times and places are confirmed.  

          Karen Jackson, UPSE President, thanks the bargaining team for their hard work and dedition to the membership, and she encourages all members to review the tentative agreement, attend the scheduled meetings, and then vote on the agreement.

          The National Union is offering eight scholarships this year including a new Scholarship for Black Students. The applitions are now online, and they n be accessed and filled in (here). Your applition will include completing an original 750-1000 word essay. Each scholarship has a unique essay topic that changes every year. Emailed, mailed, or faxed applitions will not be accepted. Please note that the cut-off date for applitions has been extended to Friday, August 13, 2021.

          To apply you must be a child or grandchild (including foster child or foster grandchild) or a legal ward of a current or retired member of a Component or a Component's affiliate of the National Union of Public and General Employees (NUPGE). Note that, the Young Worker Scholarship is also open to members of NUPGE's Components and their affiliates.

          This brings the total number of annual scholarships to 8 as follows:

          UPSE and Strait Crossing Bridge Limited have successfully ratified a new collective agreement with wage, pension, and benefit increases. Negotiations took place in April, May, and June of 2021. UPSE President, Karen Jackson, thanks the bargaining team for their work in negotiating a fair wage and benefit package for the membership.

          UPSE members are participating in the Union's Advanced Steward course. The course is for experienced stewards who have completed level I and II training. UPSE thanks Susie Proulx-Daigle (President, NBU) for sharing expertise regarding the creation of an in-house Advanced Steward course for UPSE. In 2019, NBU's Terry Richard and Norm Bourque facilitated the course which inspired UPSE's own iteration.
          This is another great example of solidarity and collaboration between Maritime Unions.

          Bargaining Update: Health PEI

          Since the last bargaining update on May 20, your bargaining team met twice. The first meeting was on May 28 in preparation for negotiations on June 14, 2021.

          The union and the employer engaged in meaningful discussions with the hopes of finding a common ground resolution for the outstanding agreement. UPSE remains firm on a few outstanding items and is hopeful to have further information to provide in the near future.

          UPSE members attend the Mental Health/Stress in the Workplace course at the UPSE office in Charlottetown. This course emphasizes the importance of maintaining good mental health and understanding mental health conditions.

          Members learn about the nature of stress in the workplace and look at strategies to manage stress. They also talk about the ways people n help themselves cope with the aftermath of dangerous or traumatic situations at work so they n minimize the risk of suffering long term impacts on their mental health.

This position plays a lead role in recruiting, developing, and providing edutional support to leaders in member bargaining units.

          Mental Health in Workplace Edutional - FULL

          Bargaining Update: Garden Home Inc.

          The collective agreement between UPSE and Garden Home expired on June 30, 2020. Negotiations began in February of 2021. The most recent round of bargaining took place from May 19-20, and from May 26-27. The sessions were productive. Both sides are engaged in working toward a successful agreement. Monetary issues continue to be addressed, and there will be further sessions held in the coming months.

          The bargaining team is confident that with the memberships’ continued support they will be able to negotiate a strong agreement that reflects the members dedition to the workplace, and its residents.

          UPSE Lowers Flag in Remembrance of First Nation's Children

          UPSE is lowering the flag to half-mast in memory of 215 First Nation children discovered in a mass grave in Kamloops British Columbia. The flag will remain lowered – one hour for each of the children found at the former Kamloops Residential School.

          Bargaining Update: Health PEI

          The collective agreement between UPSE and Health PEI expired on March 31, 2020. UPSE exchanged packages with Health PEI on October 6, 2020. Negotiations took place in October and November 2020, and again in February, March, and April 2021. The last round of negotiations took place on May 18, and teams will be back at the table on May 28, 2021.

          During Mental Health Week each year UPSE offers the Mental Health / Stress in the Workplace course to the membership. With another great turnout this year, members discussed the importance of maintaining mental health, and learned about the nature of stress in the workplace.

          Karen Jackson, UPSE President, thanks all UPSE members for their commitment in these challenging times. The pandemic has created extra stress in the workplace and many of us have quite naturally felt afraid, uneasy, or anxious at times. During mental health week we are being encouraged to name and express our emotions beuse it’s good for our mental health.

          New Collective Agreements: Holland College Faculty and Atlantic Tourism and Hospitality Institute

          ddPEI UPSE and the Atlantic Tourism and Hospitality Institute (ATHI) have signed a new three - year collective agreement with strong support from the membership. This is ATHI’s first collective agreement. UPSE and Holland College Faculty signed a one-year agreement also with strong membership support.

          Today, April 28, is the National Day of Mourning. It is a time for us to remember and honour workers who have lost their lives or were injured in the workplace. I want to extend my sympathies to the workers, families, and individuals who have lost loved ones. The Day of Mourning is about remembering and reaffirming our commitment to improved workplace health and safety. Every worker has a right to a safe and healthy workplace, and a right to refuse unsafe work.

          We need to create a workplace safety culture in Prince Edward Island and across the country. The COVID-19 pandemic has taken its toll on workers and their families. The virus has spread in the workplace and many workers have had to fight for access to personal protective equipment and necessary benefits such as paid sick leave. We n’t go back to the way things were before the pandemic. We need to forge ahead with COVID-safe work practices, a renewed respect for the importance of all workers, and a commitment to strengthen workplace safety legislation, edution, and enforcement.

          The National Union is offering eight scholarships this year including a new Scholarship for Black Students. The applitions are now online, and they n be accessed and filled in (here). Your applition will include completing an original 750-1000 word essay. Each scholarship has a unique essay topic that changes every year. Emailed, mailed, or faxed applitions will not be accepted. Please note that the cut-off date for applitions is July 5, 2021.

          To apply you must be a child or grandchild (including foster child or foster grandchild) or a legal ward of a current or retired member of a Component or a Component's affiliate of the National Union of Public and General Employees (NUPGE). Note that, the Young Worker Scholarship is also open to members of NUPGE's Components and their affiliates.

          This brings the total number of annual scholarships to 8 as follows:

          PEI Conservation Officers receive COVID Warrior Challenge Coins

          The Honourable Bloyce Thompson, Minister of Justice & Public Safety, presented COVID Warrior Challenge Coins to provincial Conservation Officers for their important role during the COVID-19 pandemic. Conservation Officers have been tasked as the primary enforcement agency for COVID compliance in Prince Edward Island in addition to their regular duties. They have done an exceptional job under these challenging circumstances by responding to 643 complaints, attending 754 residences, and 8 businesses since the pandemic started. They also have performed 1,145 random isolation checks across the province since mid December 2020.

Learners focused on the important role Stewards play in the union, what makes unions strong, and the tools that are required to act effectively in representing UPSE members in the worksites.

          UPSE not Consulted on Management of Mobile Mental Health

          PEIUPSE was not consulted by the employer as per the collective agreement on the management of the province's new mobile mental health units. We have worked closely with PEINU and CUPE lol 3324 over the past month, supporting our members who have been dedited to get this much needed service up and running. We are still unsure how the service will be delivered with conflicting statements over the management of the mobile response team being reported in the media.

          Our members have already moved to Island EMS, so it is difficult to imagine that some type of agreement has not already been reached. The lack of consultation and transparency raises many questions. PEIUPSE is not only concerned with yet another health re service being privatized with Medavie, but the safety of our members is paramount and ensuring the necessary safeguards are in place when this program does eventually roll out.

          NUPGE is conducting the online member survey and invites UPSE members to anonymously share their experiences with, and opinions on, working from home during the pandemic, as well as what types of options they hope to see for the future.

          dUPSE stands in support with the members of the nadian Union of Brewery and General Workers (CUBGW) Lol 325. CUBGW is an affiliate of UPSE’s national union (NUPGE).

          CUBGW workers were locked out by their employer (Molson-Coors Beverage Company) after workers recently rejected the company’s latest contract offer. CUBGW has been working to phase out a two-tier wage system and is trying to protect their pension plan against proposed cuts.

          Let’s support CUBGW workers who want to return to bargaining and negotiate a fair deal.

          UPSE President Responds to nadian Taxpayers Federation

          dUPSE President, Karen Jackson, responded to the nadian Taxpayers' Federation suggestion that government should consider a 15 per cent compensation rollback for public service workers in P.E.I.

          The Federation's mean-spirited notion also suggests cutting jobs and, therefore, public services that Islanders rely on every day (see article).

          If you worked from home in 2020 due to COVID-19 you may be eligible to claim a deduction for home office expenses for the 2020 tax year. Home office expenses n include workspace in the home, office supplies, and certain phone expenses.

          This deduction is claimed on your personal income tax return and reduces the amount of income you pay tax on. See more information about the eligibility requirements and a simplified process for claiming home expense deductions for employees who had to work at home in 2020 (here).

          Holland College Faculty Ratifies New Collective Agreement

          UPSE members with Holland College Faculty have ratified a one-year deal and have agreed to return to the table and begin negotiating a new agreement in the Fall of 2021.  

          UPSE members were 97% in favour of ratifying the new agreement which had previously expired in March of 2020.

          LPN Reclassifition

          The LPN reclassifition has been completed and the results were shared with Michelle Stevenson LPN and Matt Speight LPN who have worked tirelessly on behalf of all LPNs in Health PEI on the reclass.

          LPNs will be moving from Level 10 to Level 13 which is wonderful news for our nurses who have been waiting for the outcome of this reclassifition. We will update information as we receive it. Many thanks to Michelle and Matt for all your time and dedition and to all those LPNs who participated initially, ensuring all the duties our LPNs perform in all the various worksites were identified.
